I doubt they're public domain. China has long been criticized by the US for lack of enforcement of intellectual property rights, including movie piracy. The US has threatened retaliation at various times. They've never followed through, though.

If a movie was public domain before the act, then restored, it would be up to the owner to notify the parties using their work. They can do this by filing with the Copyright Office, and if they haven't filed, it might be assumed they're waving the copyright. That might be the case, but more likely they just aren't aware of this. They may not even know that the copyrights have been restored in the US.
